This education system was introduced in India during the British rule (in India) and is still the same!
At this juncture, one cannot blame the teachers and the institution alone. It is also the duty of the students to clarify their doubts and make the best use of the teachers available to them.
It is also true that many students who get to be the toppers are bookworms. Bookish knowledge will not help one in the long run. Experience and the ability to apply the theoretical knowledge in a practical manner are required. It is only then that the student will really understand the concept clearly. For example, if a person learns about the various tools in Adobe Photoshop from a text book, he will not understand even half the concept. He needs to open the Photoshop application and start applying the tools to the photo. Only then will he be clear. This practical knowledge is also necessary. Also, education does not stop with schools and colleges. When one travels by a bus, one learns the routes the bus takes, when one goes to a restaurant, one learns about perhaps how they attend to customers and so on.
